Lotteries are just taxes on people who can’t do math (of course, there’s a study involved. Me, I’m waiting for a grant-funded study to prove that water is wet.)

    I think it was Dave Barry who outlined the steps for creating a state lottery as:

    1. Outlaw “playing the numbers” as being unfair to the poor and stupid.

    2. Set up the exact game, call it a lottery, and launch a massive ad campaign aimed at the poor and the stupid.
